Senior Community Service Employment Program

The Senior Community Service Employment Program began as part of the war on poverty more than 40 years ago and was so successful that it became a national program under the Older Americans Act in 1973. Referred to by the acronym, SCSEP (pronounced See-Sep), the work-training and employment program encourages and lengthens self-sufficiency by supplementing income while providing work training, increased marketability and opportunities for and transition into unsubsidized employment for men and women ages 55 and older. In order to participate, an individual must fall within annually established Federal Income Guidelines. SCSEP is federally funded and monitored by the Department of Labor [DOL] through the Older Americans Act Title V Program. Program services are administered and provided by the DOL, Senior Service America and the Winston-Salem Urban League. The Winston-Salem Urban League provides these services by partnering with local non-profit and government facilities, known as “Host Agencies”, the local county “One-Stop System” training and employment services and local employers interested in hiring the mature worker. Along with the qualifying men and women ages 55 and older, (the participants), these efforts create a universal service that will maximize the participants’ ability to achieve their employment goals.

To qualify as a participant for this program, one must meet certain requirements:

• Be 55 years of age or older
• Be unemployed or have the qualifying level of income
• Be legally eligible to work in the United States
• Be willing and able to provide community service and attend training sessions
• Develop a personalized "Individual Employment Plan" (IEP)
• Understand your responsibility to seek and secure unsubsidized employment as a condition of participation

The Winston-Salem Urban League currently serves seniors in the following counties: Alexander, Alleghany, Ashe, Avery, Burke, Caldwell, Catawba, Cleveland, Davidson, Davie, Forsyth, Gaston, Lincoln, Stokes, Surry, Watauga, Wilkes and Yadkin.

The goals of this program are to:

• Upgrade the job skills of the mature person for job placement
• Provide added income during work and training
• Help the mature person get involved in his or her community
• Provide the local program community with needed service
• Help the mature worker find unsubsidized employment
